The present report contains the results of a review odf international practices of application of instruments for water resource management (WRM) and the assessment of a potential for using more efficient instruments in the Republic of Buryatia (RB), taking into account natural and institutional chatacteristics of the region and Russia as a whole.
The review-based consclusions will be used to draw up recommendations for improving the instruments for water resources management in the Republic of Buryatia.
The review covers such aspects as water use (water abstraction) fee, water supply and sanitation tariffs, tariffs for irrigation water within irrigation systems, pollution charges and taxes, trade in pollution permits/quotas, payment for ecosystem services, risk management and alternative instruments. It also relates to such instruments as state support to water resources management and target funds.
The present analysis was performed within the framework of OECD project "Improving the Use of Economic Instruments for Wtar Resources Management in the Republic of Buryatia" (lake Baikal basin)".
The given project is a cmponent of a series of projects under the common title "Improving the USe of Economic Instruments for Water Management in the Republic of Buryatia (Lake Baikal Basin), implemented under the auspices of the Orgnisation o Economic Coopertion and Development (OECD) within the framework of implementation of the EU Water Initiative as applied to the region of Eastern Europe, Caucasus and Central Asia (EECCA). The given second report was prepared in order to analyse international experience in water resources management and identification of instruments that might be used in the Republic of Buryatia.
The main objective of the OECD project was to develop recommendations aimed at improving the use of economic and other instruments of management of water resources for attaining sustainable development of water sector, as well as socio-economic development of the Republic of Buryatia as a whole. The project consisted of three stages that resulted in the development of specific relevant reports included in the series of works performed on the commission of OECD.
Proposed recommendations relate to improvement of water policies while the main aim of the series of project was not the development of detailed methodologies and instructions but rather identification of a general way for policy reforms in the field of water resource management. Such methodological guidelines on introduction and improvement of administrative and economic instruments are propose to be developed at a later stage, after relevant political decuisions on the proposed measures are made.
The given report is the result of implementation of the first component of the series of projects under the common title "Improving the use of economic instruments of water management in the Republic of Buryatia (lake Baikal basin)", implemented under the auspices of the Organisation for Economic Cooperation and Devlopment (OECD) in support of the water policy dialogue in the Republic of Buryatia in cooperation with the EU Water Initiative. The analytical report contains the results of the analysis of the use of economic instruments of water resources management in the Republic of Buryatia. According to the performed analysis some conclusions were made along with identification of key directions for improving application of instruments for water resources management in the Republic of Buryatia for further development within the framework of the project.
