Факторы эффективности государственной власти в субъектах Российской Федерации
Nowadays the problem of the efficiency is becoming a mainstream subject. For political science it is important to understand which factors and how could form the efficiency of government structures. The idea of this report is to show which political and socio-economic factors could influence government efficiency on the example of Russian regions. Russia is formally a federal state, but at the same time it is quite centralized. Despite the strong center power, the quality of government in different regions could be very heterogeneous. That’s why it is necessary to understand which factors could impact government efficiency in general. The main aim of the current report is to find out the number of valid factors and to include them in the understanding of the efficiency. The political topicality is that it could help the executives to solve the problem of heterogeneity and could increase the government efficiency and the quality of government.
We investigate empirically that political and administrative factors could have a significant influence on the indicators of government efficiency. Using cross-sectional quantitative data analysis (OLS-regression analysis) on the case of 82 Russian regions for 2011 we conclude that personal features of governors, electoral institutions and formal characteristics of the regions do not impact the efficiency. The results of the research explore the importance of the investment positions of regions and their political regime in the definition of the efficiency. Thus, we could recommend including these factors in the estimation of government efficiency in the following researches.
