By the middle of the sixteenth century the organizational principle of Swedish embassies to Russia went through significant changes: more and more Swedish ambassadors replaced Finnish ones while the role of Viborg governors reduced. This article focuses on the question whether the shift was a result of natural development of Swedish diplomatic practice or not. Participation of Finnish diplomats and Viborg governors in the Russian-Swedish relationships over the previous century is also traced.
