Инструменты оценки конкурентоспособности инновационных кластеров (на примере кластера"Силиконовая Саксония")

The Federal programs of the regional cluster support in the Russian Federation came to be used several years ago and now they require updating and upgrading. The starting point to support in an effective way high-tech and innovation clusters can be the diagnosis of cluster activities to determine the need for further initiation and financing of cluster projects, as well as expanding or reducing the list of sup-ported clusters. In the article, the authors using Silicon Saxony innovation cluster (Germany) as an example, evaluate the cluster competitiveness according to the methodology developed by the World Bank International Trade Department. Each tool is exem-plified by specific data on Germany and the Silicon Saxony over the last ten years, the Minalogic in Grenoble (France) and the cluster Micro and Nanosystems in Ca-tania (Italy) are considered as competing clusters. The initial data for the analysis of the cases were obtained in the framework of the grant - the Erasmus + programme (Jean Monet Module). The attained results of the implemented methodology are analyzed from the perspective to apply them to evaluate the competitiveness of innovation clusters in the Russian Federation. The article also gives the preliminary recommendations for adapting the methodology.
