The structure, main features and major investors of human capital are researched. The problem of road construction organizations connected with the formation of a team of qualified and motivated performers is identified. Practical recommendations on providing the investment attractiveness as the object of investment of human capital and forming the team of qualified workers using the system of motivated choice of the employer  are proposed as the solution of this problem. The basic identifiers of the accordance of the mutual expectations between the organization and the employee about the investment of human capital are determined.
