The author analyzes the different forms of relationships between entrepreneurs and bodies of state powers in Russia: private and public partnership, delegating public powers and property,  transportation of government authorities to the private organizations, self-regulation, and ways of influence to the public power including the expert activity. The experience of foreign countries and the legal view on the social responsibility of business are provided. The political-legal traditions of relationships between the private organizations and bodies of state power are analyzed which predetermines the condition of today’s legislation.  The informal and relatively new mechanisms of protection of entrepreneurs’ rights are described.
