The growing trend of decarbonization is a serious risk factor for the Russian industry. On July 14, 2021 the European Commission suggested an introduction of the Carbon Border Adjustment Mechanism (CBAM). Russian export-oriented industries (42% of Russian exports to the European Union), will be under attack. These changes will affect metallurgy as one of the most carbon intensive industries. In contrast to the existing mechanisms, CBAM is a coercive measure designed to solve the problem of carbon leakage. In fact, this tool enables the European Union and the United States to influence the emissions beyond their jurisdictions.
