The article analyses the causes and circumstances of the dissolution of the USSR. Reviewed and critically assessed the myths that exist on this subject in the literature. The author proves that the main reason for the collapse of the Soviet Union became fierce power struggle waged by the leadership of the Russian Federation. The article refutes the myths about original conservatism and aggressiveness of the Congress of people's deputies and the Supreme Soviet of Russia, opposition deputies economic and political reform in Russia.
We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
On the basis of in-depth case studies of four Russian regions, Kirov and Voronezh oblasts and Krasnoyarsk and Perm' krais, the trade-offs among social and economic policy at the regional level in Russia are examined. All four regional governments seek to develop entrepreneurship while preserving social welfare obligations and improving compensation in the public sector. Richer regions have a greater ability to reconcile social commitments with the promotion of business. Regions differ in their development strategies, some placing greater emphasis on indigenous business development and others seeking to attract federal or foreign investment. Governors have considerable discretion in choosing their strategy so long as they meet basic performance demands set by the federal government such as ensuring good results for the United Russia party. In all four regions, governments consult actively with local business associations whereas organized labor is weak. However, the absence of effective institutions to enforce commitments undertaken by government and its social partners undermines regional capacity to use social policy as a basis for long-term economic development.
The preface to the translation of "Politics" by C. Schmitt. Schmitt in 1933-36 aspired (though rather unsuccessfully) to become an ideological guru of the Nazi regime, that was only in the process of formation then. It allows to formulate the question about the guilt of the thinker, but doesn't prevent to find the theoretical contents in his works of this period. Criticism of parliamentary democracy and understanding the political as an opposition of enemies lead Schmitt to the concept of a tripartite political unity of people, state and movement. He sees the Nazi regime as a new kind of politics based not on struggle, but on mobilization of the people conducted by the Führer. This design turned out to be not only politically vicious, but also theoretically defective, however its studying is an instructive experience.
This paper represents an initial report on findings for a study aimed at analyzing several key aspects of middle class development in the Russian regions (subjects of Federation - oblasts, krays, autonomous republics), namely: Federal and regional government programs to stimulate the growth of the middle class (content, tools of implementation, effectiveness); Behavioral strategies and economic behavior (consumption patterns propensity to save, investment) of different sections of Russian middle class; Middle class value orientation and political preferences (including preferences for democracy).
Russian federal agencies have created a variety of consultative bodies during the last decade, but their role in the agency's decision-making process is yet to be evaluated. Relevant experience of other countries proposes two major political factors of consultative bodies' influence. The political culture orientation towards compromise and positive perception of interest groups' participation in the decision-making process seem to contribute to that influence.
This article is talking about state management and cultural policy, their nature and content in term of the new tendency - development of postindustrial society. It mentioned here, that at the moment cultural policy is the base of regional political activity and that regions can get strong competitive advantage if they are able to implement cultural policy successfully. All these trends can produce elements of new economic development.
