For nearly 25 years, the annual conferences of the European Association for International Education (EAIE) have provided a dynamic and distinctive forum for practitioners, policymakers and researchers to connect, discuss, and learn. This kind of engagement has become increasingly critical in recent years, as the field of international higher education expands and evolves in a broader global context of rapid change and increasing complexity. Our thirst for information is acute, to be sure. But just as important may be our need for a bit of time and space to reflect on the multi-faceted trends we see around us. This is crucial in light of the important implications these developments have for all aspects of the work done by EAIE members and their institutions, both in the immediate- and longer-term. As we gather in Dublin for the 24th Annual EAIE Conference, we are called upon to make sense of a conference theme of substantial proportions: ‘Rethinking education, reshaping economies’. How can we begin to reflect on the many dimensions of this very broad topic? The book in your hands will hopefully help, as it was designed to provide a thoughtful (and thought-provoking) introduction to a range of key issues and ideas related to this complex and timely theme. The content will also ideally serve to promote deeper engagement – with the ideas and among participants – not only during the conference but also beyond our time together in Dublin. This deceptively slim volume is full of big ideas, which we hope (as its title suggests) will stimulate a range of new conversations and, ultimately, an altogether fuller conference experience. This first-ever EAIE ‘conversation starter’ publication would not have been possible without the concentrated effort of a group of dedicated individuals. We are exceedingly grateful for the time contributed by the authors to share their ideas and insights. We also wish to thank the Academic Cooperation Association (ACA) for their support of this project.

Grant-based funding became one of the crucial innovations in the Russian academia of the 1990s. It has been studied from quantitative and institutional perspectives while our paper focuses primarily on oral histories of grants that shed light on their subjective meaning. Interviews show that some Russian academics remember their first experiences of applying for various programs, competition and peer review as important part of their ego-narratives. These narratives portray ambitious, independent, and free-minded scholarly persona that chimes with the virtues promoted in the academic community back in the 1990s, when research grants and scholarships were introduced. Apart of their practical benefits and prestige, grants helped some scientists and scholars to comprehend themselves and the changing landscape of post-Soviet academia.

When scientists change jobs they bring to their new workplace the experience, tacit knowledge and social ties they acquired at their previous workplace. Not only is the level of mobility important when discussing knowledge transfer between academic organizations or between regions, but the topology of mobility network is also of crucial importance. This study presents a comparison of the structure of internal migration networks for Russian and American physicists, more specifically for scholars working in the field of applied physics. To build a migration network, we selected physicists who had changed their city of affiliation between 2009 and 2013/2014. Data on scientists’ affiliations were obtained from the Web of Science. After the structures of two networks were compared, we formulated a hypothesis of how the features of the network are connected to the overall scientific productivity of the system.

The paper examines the institute of minimum wage in developed and transition economies and in a number of the developing countries. First of all the institutional mechanism of minimum wage fixing is considered. One of the sections explores the dynamics of absolute and relative levels of minimum wage. The special attention is paid to the impact of the institute of minimum wage on the labour market. The author considers the mechanism of transmission of the minimum wage increases on the employment and unemployment dynamics. The paper also contains the result of the empirical research. The experience of many countries witnesses that large increases in minimum wage levels lead to the stagnation of the employ-ment, especially of the disadvantaged groups. The negative effect is larger for the companies with higher share of labour costs and more active use of unqualified labour, that is small businesses and agricultural enterprises. One of the main conclusions is that the minimum wage is not an effective tool of the poverty reduction as the majority of the recipients live in households of average and upper average income.
