Resource Race and Green Transition: Three Unexpected Conclusions from Foresight Centres Research on Climate and Poverty
Beneath the surface of green energy—which most people associate with solar panels, electric vehicles, and reduced CO2 emissions—lies a complex web of geopolitical interests, international inequality, and resource constraints. Researchers from the Laboratory for Science and Technology Studies (LST) at the HSE ISSEK Foresight Centre have published a series of articles in leading international journals on hidden and overt conflicts surrounding critically important metals and minerals, as well as related processes in the energy sector.

Immersion in Second Language Environment Influences Bilinguals Perception of Emotions
Researchers at the Cognitive Health and Intelligence Centre at the HSE Institute for Cognitive Neuroscience have discovered how bilingual individuals process emotional words in their native (first) and non-native (second) languages. It was found that the link between word meaning and bodily sensations is weaker in a second language than in a first language. However, the more a person is immersed in a language environment, the smaller this difference becomes. The article has been published in Language, Cognition and Neuroscience.

2021. Т. 28. № 4. С. 5–22.
Bessonov V. A.

The article discusses two groups of problems in Russian statistics that still have no viable solutions. The first one - the state of the statistics interface – is the set of channels through which users obtain statistical information. The second – metadata status – is the information on how the indicators are constructed. The problems are considered from the standpoint of consumers of statistical information, performing tasks of analyzing economic dynamics.
It is concluded that with the transition from traditional printed materials to statistical information systems, interface development has come to a standstill, and in the development of metadata, there is no compliance with any standards, uniformity, and consistency. In the author's opinion, these problems seriously hinder the improvement of all Russian statistics, being a kind of blood clots. When an interface becomes a bottleneck, the value of statistics to users decreases. The unsatisfactory state of metadata leads to the fact that consumers of statistical
information are not always able to use it adequately, and the problems of statistical methodology are conserved.
The causes of the problems are determined, on the one hand, by the complex history of domestic statistics (extended period of development in a planned economy and the specifics of economic transformation), and, on the other hand, by the lack of effective feedback.
The author considers possible approaches to addressing the problems. The expediency of creating groups of specialists in the structure of the statistical department on the main problem blocks, acting as points of growth and centers of competence, accumulating knowledge, mastering domestic and foreign experience, attracting representatives of the expert community, directing and controlling the activities to solve problems, is substantiated.

Petrov I., Автоматика и телемеханика 2026 № 6 С. 82–118

Zamyatina N., Rusakov D., Evgeny V.,

Luigi Pasinetti: the approach to development planning in historical context
Melnik D. V., Garbellini N., Halevi J., Structural Change and Economic Dynamics 2026 Vol. 78 P. 1–9
This paper argues that Luigi Pasinetti’s theory of structural change—most notably his concept of vertically hyper-integrated sectors—can be better understood when read against the background of the Soviet debates on planning and industrialization of the 1920s and 1930s. We suggest that Pasinetti’s analytical framework addresses, at a high level of abstraction, a set of problems ...
