The article is devoted to the analysis of advantages and risks of using web-solutions in the realization of participatory budgeting. Several foreign cases which are relevant for multiplying participatory practices in Russia are described. The design of several web portals in Belo Horizonte, La Plata, Freiburg, Potsdam, Paris, Reykjavik, New York etc. is analyzed, and their key features are scrutinized. The usage of various communication channels for the maximum coverage of the population is discussed. Several risks and limitations of the realization of participatory budgeting practices through internet are underlined. Among them are: a) the fact that the number of internet-participants is in inverse proportion to the quality of internet-discussions, b) the difficulty of finding a convenient verification method that would eliminate cheating, c) the circumstance that the successful foreign examples appear in countries with a quite high prior level of technological development and existing traditions of online participation, trusted by citizens, d) the fact that the internet access varies in different social groups, so the practice of internet involvement may discriminate against certain social groups. The thesis about the importance of diversifying the ways of public participation through various channels, within which internet is one but not the only one, is argued.
