Historically every person is inseparably linked with his work. In the course of work evolution labor skills were formed and developed, the social relations became complicated, qualification requirements to the worker also changed. Competence-based approach is the key tool of the major tasks and problems solution connected with the assessment of «the labor potential», personal opportunities in particular field of activity, in correspondence with the present stage of the economy development requirements described by the terms of «knowledge economy». Managers’ competences development has to consider specific features and tasks of the decision-making relevant for historical stage and in the long term in Russia.
