ПРОБЛЕМЫ И ПЕРСПЕКТИВЫ "НЕФТЯНОЙ СТРАТЕГИИ" ВО ВНЕШНЕЙ ПОЛИТИКЕ АЗЕРБАЙДЖАНА
History of creation of oil policy of Azerbaijan, power policy of Azerbaijan after disintegration of the Soviet Union, the conclusion " contract of the Century", its influence on economy and foreign policy of the country, scales of realization and an advance problem of "Oil strategy", a role of exhibition conference of "Hazarneftgaz" in advance of oil of Azerbaijan in the world market, problems of sale of oil and gas through the countries the transitors, new energy projects of Azerbaijan, the Nabukko project and a place of Azerbaijan in the world energy market.
The study aimed to test measurement invariance of the Russian-language EmIn questionnaire (by D. Lyusin) for emotional intelligence assessment in two samples, from Russia (n = 275) and Azerbaijan (n = 275). Exploratory factor analysis on pooled sample revealed a 4-factor structure with dimensions interpreted as understanding of one’s own emotions, management of one’s own emotions, understanding of others’ emotions, management of others’ emotions. Using confirmatory factor analysis, strong factorial invariance (equivalence of factor loadings and intercepts) was established, which allows to compare means scores in two cultures. Russians, compared to the Azerbaijani, report better understanding of one’s own emotions and management of one’s own emotions. Russian males report better management of their own emotions, compared to Russian females (in all age groups). Azerbaijani females report better understanding of others’ emotions, compared to Azerbaijani males (except for the senior age group). The results are interpreted based on existing knowledge of cross-cultural differences between Russian and Azerbaijan in cultural values, such as individualism and masculinity.
The application of «protective reservations» is a fundamental principle of modern codifications of the private international law. The post-graduate student of the Private International Law Department, Faculty of Laws, National Research University «The Higher School of Economics», the advocate E.A. Kruty (e-mail: firstname.lastname@example.org) minutely analyses provisions about the reservation about the public policy and mandatory rules which are included in the international acts and ten national codifications of XXI centuries (Azerbaijan, Lithuania, Estonia, Mongolia, Russia, Belgium, Bulgaria, Ukraine, Macedonia, Turkey). Despite the apparent prevalence of the negative construction of the reservation about the public policy the lawmaker prefers in some situations its positive variant. An appeal to codifications allows to identify the certain conditions on which protective reservations take effect. Their most detailed description is contained in the Belgian and Bulgarian codes. Not less interesting is a regulation of the legal consequences coming as a result of application of these legal institutions for private legal relations with a foreign element including in the international civil procedure.

We test the measurement invariance of Emotional Control Values (ECV) questionnaire by A. Mauss which measures the value of emotional control and self-efficacy of emotional control; the study uses samples from Russia (N=256) and Azerbaijan (N=205). Using multi-group confirmatory factor analysis we developed partial scalar invariance models which allow to compare the latent factor parameters across the two countries. Respondents from Azerbaijan score higher on the value of emotional control and lower on emotional control self-efficacy, compared to respondents from Russia. In Russia males have higher scores on both value and self-efficacy of emotional control, compared to females, but in the Azerbaijani sample no significant gender differences in emotional control were found. We discuss the results based on the existing data on the differences between the two cultures in individualism-collectivism.
The article deals with the processes of building the information society and security in the CIS in accordance with modern conditions. The main objective is to review existing mechanisms for the formation of a common information space in the Eurasian region, regarded as one of the essential aspects of international integration. The theoretical significance of the work is to determine the main controls of the regional information infrastructure, improved by the development of communication features in a rapid process.The practical component consists in determining the future policies of the region under consideration in building the information society. The study authors used historical-descriptive approach and factual analysis of events having to do with drawing the contours of today's global information society in the regional refraction.
The main result is the fact that the development of information and communication technologies, and network resources leads to increased threats of destabilization of the socio-political situation in view of the emergence of multiple centers that generate the ideological and psychological background. Keeping focused information policy can not be conceived without the collective participation of States in the first place, members of the group leaders of integration - Russia, Belarus and Kazakhstan. Currently, only produced a comprehensive approach to security in the information field in the Eurasian region, but the events in the world, largely thanks to modern technology, make the search for an exit strategy with a much higher speed. The article contributes to the science of international relations, engaging in interdisciplinary thinking that is associated with a transition period in the development of society. A study of current conditions in their relation to the current socio-political patterns of the authors leads to conclusions about the need for cooperation with the network centers of power in the modern information environment, the formation of alternative models of networking, especially in innovation and scientific and technical areas of information policy, and expanding the integration of the field in this region on the information content.
