The article focuses on the development of a competence and knowledge paradigm of education, stages and outcomes of its formation in the field of public administration abroad and in Russia. The attention is paid to processes and conditions of development of the professional competences within the curriculum in the field of public administration.
The authors examine the training of masters in accordance with the standards of the third generation as one of the possible directions of development of innovative capacity of Russian universities. To meet the expectations associated with the creation and implementation of new courses , the need for interdisciplinary integration within the project teams , bringing together carriers specialized competencies. The up-to-date problem of improvement of the quality of higher equation is discussed in the present article. The article is devoted to the problem of introducing, changing and trajectories of further development of the higher education state standard in public and municipal governance (bachelor and 5-year specialist programs). The basic reasons for transition from 5-year program towards bachelor one have been discovered. Division of bachelor degree programs in public and municipal governance and management is argued on the basis of their competences difference. Further preserving of the state standard for the bachelor degree in public and municipal governance and unified development of the bachelor curricula in different Russian universities are not found possible. Likely trends of their divergence have been traced. The complicated way of formation of the public administration bachelor program in the Higher School of Economics has been presented as an example.
Monograph is devoted to the functional activity of the ministries of the Russian Empire on the creation of normative acts of subordinate regulatory and legislative character. In the work the traditions of the development of historical forms of regulatory rule-making are determined. The place of the ministries in the implementation of the legislative process of the Russian Empire is denoted. The problems of correlation of normative competence of the ministries and of other subjects of law-making activities of the Russian state in 19 - the beginning of 20 century, including the monarch, the State Council and the State Duma are explored.

The paper presents a model of continuous profession-oriented learning in the electronic environment at organizational, technological and learning levels. The learning level involves the application of modern technologies in e-pedagogies. The educational process is being built on the bases of iterative analysis, competence assessment and individual trajectories of learning. The organizational level implies the formation of integrated knowledge space which unites community of teachers from various higher educational institutions, research organizations and business enterprises within the system of academic knowledge management. At the technological level the members and partners of the integrated knowledge space are provided with appropriate instruments within the framework of social networks to develop educational and methodological materials, to search, to capture, to accumulate and to systematize knowledge with respect to the competence model’s requirements based on ontology method. The model aims at developing the methodology for creating and maintaining the intelligence systems to generate comprehensive competences. It enables the education institutions to effectively solve the problem of enhancing the education quality and assurance to meet the requirements of the business innovative development in knowledge society.
The distractive effects on attentional task performance in different paradigms are analyzed in this paper. I demonstrate how distractors may negatively affect (interference effect), positively (redundancy effect) or neutrally (null effect). Distractor effects described in literature are classified in accordance with their hypothetical source. The general rule of the theory is also introduced. It contains the formal prediction of the particular distractor effect, based on entropy and redundancy measures from the mathematical theory of communication (Shannon, 1948). Single- vs dual-process frameworks are considered for hypothetical mechanisms which underpin the distractor effects. Distractor profiles (DPs) are also introduced for the formalization and simple visualization of experimental data concerning the distractor effects. Typical shapes of DPs and their interpretations are discussed with examples from three frequently cited experiments. Finally, the paper introduces hierarchical hypothesis that states the level-fashion modulating interrelations between distractor effects of different classes.
