There are a number of social and professional reasons behind the need for the substan- tiation of theto verify the work of civil servants’ activity has both social and professional reasons. Among the key sSocial reasons are related to theinclude the importance of understanding the structure and essence of the activities of civil servants activity in the society, which can act as a factor of social interaction and build confidence -building towithin this social group. Profes- sional reasons revolve around the need to necessitate re-legitimatizeon of the bureaucratic professions in the social state, which is caused in the execu- tion of the new life of theachieved by launching a raft of new principles, norms and understanding of professionalism. The study is based on a rep- resentative survey of civil servants (n=401) and municipal officials (n=333) in St. Petersburg. The unique methodology, which helps to formulate com- petency models forof civil servants, was developed and tried out. This meth- odology includes an action analysis of competences that was derived from the educational standards of Masters of Public Administration. These stand- ards were and their transformationtransformed into descriptors of bureau- crats’ civil servant activities and helped create, a survey of Saint-Petersburg civil servants analyses with the use ofand SPSS analysis. As a result, we identified which knowledge and skills that are prior forvital the to current- currently employed bureaucrats civil servants and highlighted those deemed to be are unimportant in their daily activities. We found there were out significant correlations between bureaucrats’ skills and their job positions, the age and the sex. We also constructed competency profiles for different levels of government, which included ranking of the 54 kinds of profes- sional activities. The analysis reached the following conclusions.
