Why international students choose to study at Russia’s leading universities

Many governments invest significant funds to promote national higher education systems in the global education market, and Russia is no exception. In 2013, the government launched the Russian academic excellent project ‘5-100’ intended ‘to maximize the competitive position of a group of Russian leading universities in the global research and education market’[1] and to attract international staff and students from all over the world. Despite the one of the fastest growth of number of international students in Russia in last ten years among leaders in ‘receiving’ nations (OECD 2014), and existing literature on the motivation, the number of international students who choose to study in Russia is minimal. In order to fill this gap, this study seeks to answer this question based on the results of interviews with international students. Implications highlights the need for Russian government improve the migration policy for international students from non-CIS countries as well as to spread information about the quality of Russian higher education.
