The article contains the critical examination of Grinbcrg Rubinstain's concept of economic sociodynamics and patronized goods from the position of liberal doctrines of the Austrian school. It reveals von Miscs theory of history, where ideas occupy the central place and interests are pro-derivatives from them. It is shown that the notion of "public interest" is a dominant public opinion, which, of course, cannot exist as something separate from the individuals. Public interest not necessary represents something positive and ensuring progress. The public interest may be aimed against it. And outside public opinion it simply does not exist. Patronized goods with the exception of pure public goods become not because they have need in such the state, but because the state and interest groups need to take care of them. The state constrains free entrepreneurship, which only can provide efficient delivery of the most of the patronized goods. And the state is ineffective supplier of these goods. In general social liberalism from the perspective of the Austrian economic theory is presented as a new wave of statism.

This article describes the results of sociological research on estimation of condition and development prospects of federalism in Russia, which was conducted by ZIRCON Research Group in January - May 2011. The opinion of population and elite groups of four regions about the foundations of Russian federalism development, administrative-territorial system of the Russian Federation and its principles, relations between subjects-regions and federative centre is presented. The results of the research indicate that at the moment a request for political and administrative autonomy of the subjects of the Federation is not obviously formulated by either citizens or regional elite groups. Regional identity is not a common phenomenon. The authors mark out necessary factors of federalism development: expansion of economic self-dependence of regions, existence of ethno-national or regional identity of citizens, democratization and decentralization.

In this paper we describe structural and topical properties of "ordinary" blogs versus "popular" blogs. Using the complete directory of the Russian language LiveJournal, we sample both groups and show that the main difference between them is in the volume of posting activity and of commenting feedback and in the skewedness of respective distributions. No substantial differences in topical structure obtained with the LDA algorithm are found, which suggests that ordinary bloggers do not hold specific vision of topic salience and do not set their own "grassroots" agendas.
The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
