Актуальные подходы к оценке прямых и косвенных эффектов культурных событии
The authors consider the problem of direct and indirect impacts of cultural events on regional development. A wide range of impacts produced when organizing and conducting an event, as well as a significant number of stakeholders, who experience the impacts, compels integrated research approaches. To date, quantitative methods prevail in studying impacts of cultural events, especially economic ones. The paper presents the main advantages and disadvantages of the applied methods. To complement and enhance the degree of studying impacts qualitative research methods are proposed, as well as main problems that complicate the development of a consistent methodological approach to evaluate the cultural events’ impacts are identified.

The monograph presents results by professor Dr. A. Shalumov’s Research School of Modeling, Information Technology and Automated Systems (Russia). The program, ASONIKA, developed by the school is reviewed here regarding reliability and quality of devices for simulation of electronics and chips during harmonic and random vibration, single and multiple impacts, linear acceleration and acoustic noise, and steady-state and transient thermal effects. Calculations are done for thermal stress during changes in temperature and power in time. Calculations are done for number of cycles to fatigue failure under mechanical loads as well as under cyclic thermal effects. Simulation results for reliability analysis are taken into account. Models, software interface, and simulation examples are presented.

In this paper we present an application of the model of Intellectual Capital to the world of the very rich and millionaires. It Is, we believe an important research topic, because in the last decade inequality grew, and Intellectual Capital became the most important economic asset. But no empirical studies exist to link the two phenomena. We applied our model to a set of football coaches, football being an industry that produces outlying incomes. We estimated the relation between a set of intellectual capital characteristics of those coaches and their incomes. We found that indeed, IC explains almost two thirds (63%) of the evolution of the very big salaries of those very rich people. Even if those results are interesting, and give an indication of the influence of IC in the success of rich people, they are only limited to a small sample of persons. Anyway, from our research we may infer that IC (social capital, human capital, and structural capital) plays a major role in defining the wealth of the top earners in the world. From this we may conclude that a policy of inequality reduction should take into account that intangible assets are at the base of those persons wealth. The study is original, because at least for our knowledge, It is the first in which the relation between IC and the wealth of millionaires has been tested. We hope to enlarge the study in the future in order to include the phenomenon of billionaires, as well.
Socially-oriented projects require specific stakeholder approach for social impact (SROI) evaluation. In this article we attempt to identify groups of stakeholders interested in getting information concerning social impact of the project. We also offer classification of stakeholders with reasons to include or exclude a particular group from different steps of SROI analisys. Practical aspects of this approach are illustrated by the example of the “Separate collection” ecological movement.
The report addresses the methodological challenge of studying judicial reasoning in a Codified Systems of such Western countries as France and Germany in the 19th century and Russia in the late 19th early 20th century. The difference in style of Western European and Russian decision should be explained by taking into account national legal consciousness along with black letter rules of the codes and statutes.
Education by observation: Students in research process The article argues for a new technology in teaching students of state and municipal management. The method is based on direct observation and description of management practices by students who lack any systematic research skills (the «naive observer» method). The authors ague that the use of this method allows to solve two types of problem at once: a pedagogical one and a scientific one. Students observe, and provide a description of, facts of the Russian provincial life without any interpretation whatsoever, which allows to obtain a picture of the social life that is closer to the reality than the one obtained by use of interpretational schemes of sociologists and journalists. It is only the latter picture that is currently used by the authorities as a basis for management decisions and for developing projects of social changes.
In this work the problem of learning and development of creativity with a view to the position of reflexive psychology, akmeology and pedagogics in the context of the human capital analysis in the conditions of modern society globalization is raised. The theme is urgent from the practical point of view in demand of a creative personality under conditions of the economic crisis and at the same time it is actual, because it interprets creativity in a new way according to interdisciplinary approach. The author emphasizes that a reflexively-creative potential is considered to be the backbone factor of professional and innovative activity in modern social space. On basis of philosophical foundations' analysis of psychology of creativity we theoretically build the conceptual model of reflexive creativity and we also examine the precedents of its psychology-pedagogical development in the secondary and high education (in case of reflexive-psycological support).

At present many industries reveal tendency for setting up of vertically integrated companies (VIC) the structure of which unites all technological processes. This tendency proved its efficiency in oil industry where coordination of all successive stages of technological process, namely, oil prospecting and production -oil transportation - oil processing - oil chemistry - oil products and oil chemicals marketing, is necessary. The article considers specific features of introduction of "personnel management" module at enterprises of oil and gas industry.
