Методологические подходы к разработке сценариев для проекта в сфере строительства
The reality is that uncertainty and different orientation of real estate market trends and a lasting time frame of investment planning are obvious nowadays. Under such conditions, the scenario analysis of risks increases the project loss assessment efficiency. In the long run, this fact might be of paramount importance in order to make efficient managerial decisions in the course of a project realization, moreover— in order to make the final evaluation of a project.
The paper deals with groundbreaking distinctive characteristics of scenario approach, i.e. review and collation of approaches, which are designed to define ‘scenario’ as a notion. The author classifies the approaches and presents methods of identification of scenarios as the most complex step in assessing a risk. The results of the analysis will make it possible to develop a scenario algorithm for assessing risks of a residential real estate project.
From the outset of privatization in Russia researchers from a number of countries have been studying the emerging real estate market and the residential sector development in Russian cities. Typically, their attention has been focused on legal and institutional challenges like the inconsistency and inadequacy of legislation, blurred or duplicated functions of different power bodies, the immaturity of real estate market infrastructure and low professionalism of the market's agents (appraisers, developers, intermediaries, notaries, etc.). They also pointed out that privatization required tighter control over area development, and introduction of new townplanning instruments and regulations. While accepting many points raised by the above publications, we must nevertheless emphasise that the development of real estate market in Russia has shown impressively high rates. Despite all the difficulties the private sector now prevails in construction; and professional associations of realtors, appraisers, and notaries, as well as associations of mortgage banks and insurors are in good progress. The state sector's level of adjustment to market is less impressive, but one should not forget that the main reason behind all reform's controvercies and inconsistencies is politics. The existing political pattern of Russian legislative bodies blocks radical market transformations, and the confrontation between the President and the State Duma leads to controvercial decisions.
The report is devoted to comprehensive research in the field of strategic planning, logistics infrastructure in to ensure the implementation of export-import and transit potential of Russia in the global system of international transport corridors (ITC). Particularly attention spares to the place and the role of the Russian Transportations Ministry and the Russian Rail-way joint stock company in the investment projects realization, also to the problems of the logistics infrastructure development in sea ports and multimodal transport junctions for example North-East and Moscow regions.
The paper measures the impact of influence of geographic distribution of local public goods facilities to market price for apartments at pre-owned market in Saint-Petersburg.
The environment of entrepreneurial activity is numerous and heterogeneous. It includes a large number of components, which have a different extent, nature and frequency of impact on the organization. The question of assessment methodology of the entrepreneurial activity strategic risk factors is sufficiently important. The aim of this study is to develop an assessment methodology model of the strategic risk factors of entrepreneurial activity with the application of a scenario-based approach to identify dependencies of the risk factors using statistical data for 10 years. By strategic risk factors are understood changes in the external common business environment. The following methods were used in this study: a) questionnaire of entrepreneurs and managers of small and medium enterprises, the Central Bank staff and scientists on the subject of selection of indicators characterizing the external business environment; b) correlation analysis; c) regression analysis; d) Delphi approach; e) scenario analysis methods. As a result of the conducted study the main factors influencing the entrepreneurial activity to the fullest degree were identified. Furthermore, a working hypothesis concerning the fact, that increase of standalone strategic risk factors not always exerts negative influence on the entrepreneurial activity was confirmed. The proposed tools of risk factors assessment and their influence on the entrepreneurial activity may be used both for assessment of the organization environment and for assessment of various risk situations aimed at further use of the obtained information when making decisions.
The Asia-Pacific region is of growing importance for both the United States and Russia, each of which seeks to “pivot” or “rebalance” its global commitments toward Asia. Yet the focus of U.S.-Russia relations remains on Europe and the former Soviet Union, and neither country has paid sufficient attention to the implications of their respective Asian pivots for the bilateral relationship. Since U.S.-Russia relations in Asia and the Pacific remain underdeveloped, the region holds the potential to act as a sort of laboratory for trying out new mechanisms for bilateral and multilateral cooperation.
Both countries are turning to Asia primarily to benefit from Asia’s economic dynamism. At the same time, they recognize that Asia’s growth is imperiled by a range of traditional and nontraditional security threats, from the nuclear-tipped standoff on the Korean Peninsula to territorial disputes in the East China Sea and South China Sea to terrorism, climate change, migration, and other transnational challenges. Among the most important drivers of change in Asia is the continued rise of China, which is in different ways a critical partner for both Washington and Moscow.
Because Asia’s economic and security landscape remains in flux and the legacies of mistrust hanging over U.S.-Russia relations in Europe are less pronounced, Moscow and Washington have an opportunity to build more effective forms of cooperation from the ground up. This will require efforts from both sides. The United States must reconcile cooperation with Russia with its existing commitments, including long-standing alliance relationships and growing security cooperation with several states in the region. Russia’s challenge lies mainly in convincing states and regional institutions that it is an important player in the region—which in turn requires it to more fully integrate Siberia and the Russian Far East into Asia’s regional economy—and more than a regional satellite of China.
