Will the new energy order emerge as the product of a managed reconfiguration, or will it emerge through a systemic rupture? The answer to this question will be largely determined by the actions of three powers: the United States, China, and Russia. Their decisions in the coming years—not only reactive but also structural—will create a framework within which all other participants in the global system will find themselves by 2040.
