This article examines the question of who are the key actors of state power in those countries that can exert a dominant influence on global political, economic, social, and other processes. Key actors are defined as senior government officials who determine and authorize the implementation of decisions on the management of state affairs in their fi-nal form. In accordance with the resource approach, twenty-three dominant states have been identified that are in the top 10 of at least one ranking in terms of economic, human, and military resources. It is shown that such states are divided almost equally between the democratic and authoritarian worlds. An analysis of the biographical data of key ac-tors is presented, covering such components of their biographies as origin, education, pro-fessional activity prior to entering politics, and participation in political activity. It has been established that about 90% of key actors in dominant states are men, 70% of whom are aged 70 and older, and only three women are key actors in dominant states. At the same time, in the dominant states of the democratic world, key actors aged 70 and older make up 50%, while in the authoritarian world, they make up almost 1.5 times more.
