Государственное противодействие коррупции в таможенных органах России история и современность
This article analyzes the problems of the state anti-corruption in the Russian customs authorities in the pre-revolutionary, Soviet and modern periods. Based on historical experience, the author offers some recommendations for improvement measures in the fight against corruption in customs.
Permissive powers of customs authorities have historically significant character , due to the fact that it is through these powers are exercised regulation of foreign trade activities and facilities at the customs infrastructure throughout the history of the formation of customs in Russia . The problem of precise regulation permitting powers of customs authorities was the fact that in the process of customs affairs in Russia , at different historical stages varied functions and tasks of customs authorities . Furthermore neither in legislation nor at theoretical conclusions is no definition of permissive powers of customs authorities, because of the low level of theoretical elaboration issues.

In this paper were examined the concepts of uso and costumbre as they are reflected in the Siete Partidas of Alphonse the Sage of Castile (1252 – 1284). Author analyses the problems of its introduction, principal qualities and procedure of the abrogation of a custom. The special consideration is given to the organic connections existing between the law of medieval Castile and the doctrine of European ius commune.
The article deals with the effects of ruble appreciation in 2008-2011 for various sectors of the Russian economy. Comparing the list of the most "victims" of commodity groups and activities with changes in customs duties, the authors come to the conclusion that foreign trade policy measures are not contributing to the support of vulnerable to foreign competition industries.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
