Parceria Estratégica Russo-Venezulea no novo marco conceitual e geopolítico pós-2022
This chapter examines the evolution of Russian‑Venezuelan relations after February 2022 and the subsequent reorientation of its foreign policy. It argues that the bilateral partnership has not only maintained but has been redefined, acquiring new political, economic and strategic dimensions. The analysis is structured around three main axes. First, the Russia’s 2023 Foreign Policy Concept and convergences with Venezuelan foreign policy goals. Second, the concrete dimensions of the partnership: economic, defence cooperation, and energy cooperation within OPEC+. Third, the political coordination, including the Strategic Partnership Agreement signed in November 2025, which created a new legal framework for cooperation on countering unilateral sanctions, cross‑collaboration between integration blocs and mutual support in multilateral fora. Finally, the chapter considers the impact of US military intervention in Venezuela (January 2026) and the capture of President Nicolás Maduro.
