Public procurement of innovations: case of Russia
We analyze data on public procurement of innovative products and R&D services,exploring the incentives and barriers faced by public entities when procuring innovations inRussia. The study is based on open data from the Unified Information System and an online surveyconducted in 2024, in which 1,832 customers from all regions of the country participated.The analysis reveals the underlying reasons for the observed heterogeneity in customer behaviorin relation to innovation procurement, attributing these variations to both internal organizationalincentives and external factors that are not directly associated with the customers' procurementactivities. The study further uncovers a discrepancy in the frequency of innovation procurementbased on the regulatory framework governing the customer's activities, the annual volume ofpurchases, and the organizational and legal structure of the customer. The study identifiedcomprehensive information and methodological support as a key incentive for customers, whiledifficulties in classifying products as innovative and a limited number of suppliers in theinnovation market were identified as the main barriers. The results of the study emphasized theimportance of developing uniform rules for stimulating the innovative activity of organizationsthrough public procurement tools.
