The author explores external and internal factors which inhibit further development of the national judicial system and rules of legal proceedings in Russia. The article aims at stimulating prompt and effective public measures that would stabilize the judiciary system and harmonize it with the UN Concept of Sustainable Development.

Based on the fact that the judicial system is a variative, goal-oriented, open and dynamic system that collapses into chaos through certain factors, these factors are examined along with their consequences; and feasible countermeasures are proposed. The factors that impact the judicial system and rules of legal proceedings should be taken into account in the public programs of judicial management and development. This might be accomplished through an effective justice sector crisis assessment, which may serve a foundation for program simulation of crisis scenarios and countermeasures.
