КНР и геополитическое моделирование «новой реальности» на Ближнем Востоке и в Северной Африке
The article is devoted to the formation of a new geopolitical reality in the Middle East and North Africa. The main stages of the history and the contemporary Sino-Arab relations are analyzed in the context of the current global geopolitical transformation.
The authors show that Chinese penetration into sub-Saharan Africa and the Arab Middle East in the XXI century took place simultaneously and by similar methods. In both regions, the PRC has adopted policy documents and implements vector political planning, that strongly corresponds China's overall global vision of the world political system. After 2017-2018, the PRC gradually switched to the tactics of forming alliances of states with which the PRC has established strategic cooperation. An important element of this cooperation is the concept of an alter-global world order.
China's relations with the Arab world are not only strategic, but also stratagem at its core. The means of production and qualified personnel released in the process of the transition of the PRC economy to the rails of the sixth techno-economic order can be moved to the countries of the Middle East and Africa. Arab countries are economically more prepared for such events, than non-Arab states of the Sub-Saharan Africa. The authors conclude that the transition to the sixth techno-economic order according to the Chinese scenario may lead to the transfer of the global surplus product from the United States to China. This escalates competition between China and the United States throughout the Arab world and Afro–Asian area.
