Реестр социально ориентированных НКО как инструмент их поддержки и мониторинга
The paper presents the results of the use of registries of NPOs, formed in 2020 with the aim of providing support to socially oriented NPOs (hereinafter referred to as SO NPOs) during the coronavirus pandemic and analyzes the features of the new registry of SO NPOs created on the basis of the former two in 2022. The paper poses three research questions: about the motivation of regulators to create two initial registries; about the added value of the new registry compared to its predecessors; and about its prospects of being not only a support tool but also a monitoring tool. As a result, several conclusions were made. The emergence of the two registries was the result of regulators searching for grounds for selecting SO NPOs who needed support. The new registry changed the focus from support for SO NPOs by state to their support by businesses. The new registry to some extent systematized information about SO NPOs but the structure of the information presented and its functionality do not allow it to be a full-fledged monitoring tool.
