While the topic of tolerance in its various manifestations is gaining popularity in the country, discussions about the importance of inclusion are increasingly emerging. Most people agree that an inclusive environment is necessary from the point of view of social equality. However, it is not so easy to answer the questions of what vulnerable groups of people lack for their well-being and what help they need from the state, business and other structures. Based on the results of the conducted research, it is possible to answer some emerging questions.

This study was conducted with the support of JTI Russia. It is important for the company to build an inclusive society, as it is important to rely on evidence-based practices and evidence.

We thank for the help in the implementation of this study all the numerous experts, and there were more than 50 of them who agreed to give interviews and take part in focus groups, and, of course, our partners — the HSE International Laboratory for Social Integration Research and the Center for Sociological and Internet Research of St. Petersburg State University.
