Production-based  accounting  (PBA)  and  consumption-based  accounting  (CBA)  are  the  two  main  approaches  that  can  be used to calculate emissions. While CBA takes into account emissions embedded in the goods and services that are consumed, regardless of where they were produced, PBA only considers emissions that are generated within a country's territorial boundaries. In this study, we provide a comparative analysis of the PBA and CBA approaches and emphasize the critical position that the consumption-based perspective plays in several dimensions of climate change mitigation, including sharing responsibility, preventing carbon leakage, reducing sectoral emissions, and ensuring climate justice.
