The article presents the results of an empirical study conducted in 2011–2015 and
2018– 2020. in four small towns in Russia. Materials of 133 in-depth interviews with representatives of
city authorities and business are analyzed. Despite the policy of centralization, the relationship between
local authorities and business remains diverse. Local business is poorly integrated and focuses mainly
on informal interactions with local authorities. Changes in the period between the first and second
stages of the study were not dramatic, and the degree of asymmetry in the relationship between local
authorities and business did not undergo significant transformations.
