Committee on Arts Affairs was a ‘union-republican’ institution of cultural governance existing in 1936-1953. It was the first centralized institution in the world charged with state management of culture as a remit separate from education (“enlightenment”). The Committee on Arts Affairs channeled financial and material resources, conducted censorship and personnel policies within the cultural remit, directed international cultural ties. During the war the Committee dealt with the issues of evacuation and re-evacuation of cultural institutions, preserving and restoring material goods, organization of front brigades. It was abolished in March 1953 as the USSR Ministry of Culture was being created.
