The Ministry of Culture of the USSR was a union-republican ministry, created during the reform of ministries and charged with managing Soviet culture in 1953-1991. The ministry’s activities were directly linked to the changes occurring during the thaw, stagnation and perestroika periods. Despite its rather broad remit, the ministry found itself in a subordinate position vis-à-vis the apparatus of the Communist Party’s Central Committee that exercised party control over the institution’s activities.
