Формирование ИТ-функциональной грамотности студентов и преподавателей вузов как условие управления социальными рисками безопасности общественного развития
The article presents the results of pilot studies of university students’ competencies in the field of
information and communication technologies (ICT). Monitoring of ICT competencies is seen as a tool to assess the
progress of educational outcomes. Along with spring of new phenomena – virtual educational environment – modern
institution and educational practices are extensively developing. Self-organized teaching networks, PCs and gadgets
have become an integral part of the daily social life of students, online forms of learning are legitimized, as a conse-
quence – the inevitability of incorporating online courses into the traditional educational system, the virtualization of
the educational process. The unpreparedness of the educational system to adapt to new technological challenges can
entail significant social risks. Formation of IT-functional literacy of university students and teachers is a prerequisite for
the managing societal security risks of social development. Promoting the idea of introducing information and commu-
nication competencies of teachers and students in higher education as a targeted state policy is a necessary condition
for the survival of Russian society and the confrontation with the technological backwardness.
