The article discusses some key theoretical issues in the construction of a railway tariff system, the discussion of which will influence the design of a new tariff system for freight rail transportation. The issues of transparency of the tariff structure, price discrimination, problems of formula pricing are considered. Separately, the issue of abandoning the average network cost as the basis for constructing freight rates is considered.
