Science, Technology, and Innovation Policy in Response to the COVID-19 Crisis: The Case of Russia
The ongoing COVID-19 pandemic and the global crisis caused by it have already seriously affected the socio-economic systems of different countries. Science, technology and innovation (STI) is one of the areas currently undergoing the most visible organisational and political change. While the demands of the state and society for technological solutions (new drugs, vaccines, methods of treatment, prevention, rehabilitation, etc.) to combat the pandemic are growing, the STI sphere itself is experiencing problems associated with a lack of funding. This chapter analyses the current trends in STI policy worldwide and in Russia, including the immediate actions of national governments to support the STI sphere during the crisis. The stages of transformation of Russia's STI policy are examined and its long-term strategic agenda as well as possible support measures are discussed.
