Сетевое взаимодействие как инструмент комплексного регионального развития Сибири
Nowadays, the major priority for the development of Siberia remains its better connection to the other regions of Russia and external markets through the construction of transport infrastructure, as well as the creation of new opportunities for economic growth. Such instruments for regional development, however, are not new and their implementation implies some weaknesses, due to which the development is limited to quantitative economic indicators. If taken a wider perspective on the process of regional development, there should be a goal of overcoming «center-periphery» relationship. In the article we evaluate the network interaction, which has been developing during the past decades based on the telecommunication infrastructure, as a new approach towards regional development. The network formats are better at ensuring the spill-over effect and widening the benefits from connecting Siberia to the world both in economic and social spheres. Government agencies could also implement the network solutions to improve the quality of regulation through the development of horizontal communication (information collection, experience exchange, synchronization of decisions etc.). But the role of state in this issue is broader: not only it creates the conditions for the emergence of network formats through the creation of infrastructure, but also it must ensure that the functioning of such networks does not contradict the development goals.
