Digital Forum as a Challenge to Jurisdiction of a Modern State

The article investigates the regulatory impact of the state in the Internet. The authors consider a problem of applying law in the digital environment. Since the law application is based on the state coercion, there is a limitation of the state jurisdiction in the Internet. The reason for the emergence of a problem with the law application is the lack of a key territoriality principle in the digital environment for determining the state jurisdiction. Trends for the formation of an independent digital forum and its own enforcement mechanism are identified. Possible types of regulation of the digital forum are highlighted. The application of the conclusions formulated in this article is necessary to determine a further vector of legal regulation of the digital environment and its methodological foundations.
