Новая парадигма труда и развитие занятости: итоги V Санкт-Петербургского международного форума труда
The article presents an analysis of the results of scientific and practical events within the framework of the V St. Petersburg Labour Forum, which took place on 19-23 April, 2021. The Discussions at the forum sessions focused on the problems of labour mobilization and public works under the conditions of emerging socio-economic reality. One of the major factors of was the pandemic coronavirus infection. The forum included two international scientific conferences, as well as a number of round tables and discussion panels. The discussions made it possible to formulate a number of practical proposals for improving Russian legislation (on digitalization, labour and employment law), the national personnel training system, juvenile policy and education, taxation and the legal regulation of international labour migration. The forum developed proposals for improving the system of public administration at the federal and regional levels (in the area of regulation of labour migration, development of the National Qualifications System, regulation of the quality of labour life), as well as increasing the efficiency of management activities of firms and educational organisations. The Forum elaborated and proposed to the scientific community areas for promising fundamental and applied research in labour and human capital development, including such issues as the impact of digital transformation of society on the labour market in the Russian Federation: economic and legal aspects; development of a methodology for the alignment of professional standards and federal state educational standards; analysis of practices in the application of the regulatory framework for remote working and hybrid forms of labour organisation; assessment of the effectiveness of labour legislation in the context of balancing private and public interests in the socio-labour area.
