designed to normatively distinguish the criminal from the unapproachable, criminal law lawmaking has returned to the current criminal law an administrative prejudice, the nature of which, at least, is difficult to explain from the standpoint of established approaches to understanding public danger. In this regard, the points of view on cumulative danger and the danger manifested in the personal qualities of the perpetrator, aimed at explaining the grounds for criminalizing the relevant acts, are of interest. However, in some cases, the basis for criminalization is the legislator's ideas about political expediency, which affects both the technical design of the norms and their application.
