The article focuses on the analysis of legal frameworks for establishing public service television of Russia regulating the issues of its political independence, management and control over its activity. These are considered in the context of the Council of Europe standards that pertain to this sphere. The results of the study enable one to predict the efficiency of the public service broadcaster in Russia and reveal the possible challenges to its activity. In addition, the article suggests the ways to optimize the system of management and control over public service television of Russia.
