Les écrits réunis dans cet ouvrage sont pour la plupart ceux des chercheurs travaillant sur les circulations internationales des élites africaines (RIAM), ainsi que sur les réseaux établis entre diasporas et «petites sociétés» en lien avec les études à l’étranger (CR 24, AISLF). La période concernée est celle de l’après-guerre froide, d’une «transition» qui a déjà fait l’objet de plusieurs études, «postcoloniales» et «postcommunistes».
Parmi les questions analysées par les auteur/e/s, il y a d’une part, celle de la reconfiguration des champs du pouvoir dans les différents pays ; d’autre part, celle des transformations des circuits internationaux empruntés par les migrants, du fait de l’intensification des flux migratoires. La question des liens existants entre «mobilités» et «migrations» est souvent traitée de manière distincte, selon les spécialisations scientifiques ; les «migrants» sont associés aux exilés et aux réfugiés, tandis que les «mobiles» sont rangés dans la mise en circulation du capital humain. Ils ont souvent des rôles interchangeables et des expériences comparables dans la traversée des frontières.
