We analyses strategic interactions among developers in Saint Petersburg and region. Despite strong theoretical evidences to be strategic market, there are no strategic interactions among firms, so the market exhibits monopolistic competition pattern. However, the situation is reversed after legislations changes that severs regulations and financial constraints for developer. Market now shows that prices are strategic complementarities which allows to classify market as price oligopoly.
