The formation of the Institute of Accountability that meets the modern requirements in the Russian Federation

In the terms of transitional democracy, the most important task before the
government in the Russian Federation is to ensure openness and transparency of the system of
public administration. During the research were identified 11 parameters and it was possible to
determine the accountability regime in the country. It is determined that the reporting institution is
located in Russia at the stage of formation. The main problems are the shortcomings of legislation
and the lack of an expert community. The assessment of the quality of planning of the Ministry of
Economic Development of the Russian Federation showed that the reporting on some of the
planned indicators is not presented, and for others it was changed. Thus, the current accountability
methodology meets the initial requirements of performance management and needs further
improvement.
