In recent years, the regulation of inter-budget relations has become particularly relevant in the framework of budgetary policy. In particular, the main problem in recent years has been the balancing of budgets with a high share of endowment, as will be mentioned in the article. A review of approaches to the interpretation of the term "grant budget" has been carried out. Factors that have a key influence on the establishment of a territorial budget dependent on grant assistance have been identified. Transformational degradation of the type of the region is proposed, from which the degree of endowment is formed. A typology of territorial budgets by degree of grant has been developed. The author 's definition of the concept of "budget endowment" is presented.
