Various approaches to implementing tools to counter insider activity are considered, and a pragmatic approach to assessing the need and cost of implementing tools to counter insider activity of a particular organization is shown. The condition of economic expediency of introduction of means of counteraction to insider activity is given, and also approaches to an assessment of insider information are offered and the main conclusions are formulated. The article is analytical in nature and can be useful for managers of information security services, teachers, graduate students and University students.
