The development of Russian legislation governing pilgrimage activities actualizes a certain range of problems, the solution of which involves the missionological analysis of basic terminology. The need for this kind of analysis is due to the varying degrees of certainty of some legal concepts related to religious activities. In most cases, laws provide precise definitions of basic terms, however, the definitions themselves often include concepts which meaning is only implied at the level of intuitive clarity. The article discusses the possibilities of a different understanding of the same norms in the process of their enforcement.
