The Institute of Legislation and Comparative Law under the Government of the Russian Federation pres ents the 8th edition of Scientific Concepts of the Development of Russian Legislation. It is dedicated to the 100th anniversary of the Institute and reflects the nature, level and diversity of the doctrinal findings of its research team, contains the results of the analysis of patterns and trends of state-legal development, as well as proposals for optimizing legislative regulators. The studies that formed the basis for the preparation of this publication confirmed the value of a predictive approach to the study of the dynamics of the legal sphere and the need to conceptualize new doctrinal knowledge at the level of scientific and practical (official) lawmaking strategies. Relying on the concepts will allow legislators to maintain the Russian legal system and the rule of law in a stable state, effectively manage society, preserving the fundamental foundations of the legal order and the movement towards strategic goals. The concepts focus on the creation of universal and specialized anti-crisis regulatory algorithms, on the development of macro- and micro-mobilization plans, which should be provided with legal regulation both at the basic level and at the level of branches and institutions of law. The importance of setting up legal mechanisms to return to systematic regulation after overcoming extraordinary situations is emphasized.
