Within the present investigation the phenomenon of industrial cluster was considered. Basing on author’s
concept of theoretical analysis we realized identification of six modern approaches to the policy mentioned. Through
the use of comparative analysis, we identified sustainable elements of industrial cluster policy which then, created
the basis for universal model of cluster policy analysis development. The model mentioned was tested in terms of
Perm krai.
