The article deals with the issues of legal protection of the environment in the Russian Federation from pollution by waste production and consumption, raises the problems characteristic of most post-Soviet States. The article deals with the legal basis of production and consumption waste management in order to prevent the harmful effects of production and consumption waste on human health and the environment. The author analyzes and reveals the effectiveness of administrative mechanisms of environmental protection, compares the powers in this area of Federal, regional and local authorities, offering a clearer coordination of all authorities in matters of environmental protection from all types of waste. The article assesses the reform on solid municipal waste management, which started on January 1, 2019 in Russia, aimed at a radical change in the principles and mechanisms of collection, sorting, processing and disposal of garbage, the formation of a new household culture in society, improving environmental well-being. In Russia, the economic regulation of environment protection from waste production and consumption are implemented through the establishment of a payment for negative impact on the environment during placement.
