Process of system formation and development of knowledge economics defines the human capital as the main factor of economics growth and prosperity of state. The special attention from the state in the conditions of instability of economy and limitation of resources is deserved by studying of quality questions of financing all components of the human capital, fundamental and the most impotant of which is steadily health of society. In this regard into the forefront there is a need of financial efficiency asssessment of the public expenditures to health care. In the arlicle the method of cflculation of an integral standardized indicator to access public financial efficiency of health care taking into account specially created system of criteria develops. Results of the analysis will allow to develop and make administrative decisions for the benefit of increase in welfare, quality and the standard of living of the country population.
